Holmes & Hills Planning & Development Department is the only team of planning solicitors in Essex to be recognised by the directory as experts in Planning Law. The team act for developers, land owners and a significant number of local authorities across the region; advising and representing clients on a wide range of strategic, contentious and non-contentious planning matters.

Holmes & Hills was also ranked in the top 50 law firms for Planning Law advice alongside international and city law firms, by Planning Magazine, a leading publication for planning professionals.
David Whipps, Head of the firm’s Planning & Development Department, is also the only Planning Law solicitor in Essex to be recognised by the directory as a Planning Law specialist in Essex. David has specialised in Planning Law for 29 years. David is a Legal Associate of the Royal Town Planning Institute (RTPI) and a member of the Law Society’s Planning Panel.
Holmes & Hills organises the largest series of annual Planning Law Updates in the region. At these events the team highlights important changes to planning legislation as well as case law updates. The 2014 series of events – taking place across Essex and Suffolk – has attracted 250 planning and property professionals from the across the region.
In addition to organising their own talks, Holmes & Hills' Planning & Development Team have, for the past two years, been asked to deliver training to members of the Institute of Highways Engineers at the Institute’s annual conference in Birmingham. The team has also delivered training to the Eastern Enforcement Officers and Lawyers in Local Government groups, comprising local authority planning and enforcement personnel from Essex and Suffolk.
