Jo Lilliott

Jo works with national developers, private individuals and businesses, and local authorities as well as planning consultants to provide the highest quality of planning law advice.

As a member of the Holmes & Hills Legal 500 recommended Planning Law Department, Jo specialises in all aspects of S106 Planning Obligations and highways law. Jo currently acts for a number of Local Authorities, private landowners, and developers in the South East.

Together with her colleagues in the Planning Law Department Jo can provide a professional, comprehensive service in relation to all aspects of planning and highway matters being fully aware of the commercial needs of developers and the regulatory requirements of Local Authorities.

Jo has been recognised by the Legal 500 for her expertise in planning law and her advice in regards to Section 106 agreements has been described as ‘unrivaled’. She has also been ranked by Chambers and Partners as 'Band 2' after five previous 'Star Associate' rankings, which helps to showcase her extensive knowledge in S106 matters. 

After qualifying as a solicitor in 1985, Jo joined Holmes & Hills’ specialist Planning & Local Government Department in September 2004 having previously worked for Essex County Council.

Work highlights

• Acting for a local authority in concluding a complex S106 Agreement to secure phased development of approximately 1,000 dwellings and the provision of local community facilities including land and financing for a primary school, affordable housing, and a substantial area of open space.
• Acting for a local authority in concluding a complex S106 Agreement to secure affordable housing provision on a development of approximately 750 dwellings. 
• Acting for a national developer in the negotiation and drafting of a Planning Obligation stipulating financial contributions towards traffic calming measures, bus services, education, and school transport, health facilities, and the provision of on-site affordable housing in relation to a planned development.
